Well it turns out Kiote Koins fit perfectly in toilet paper rolls so I put on in the bottom.

I cut holes in the toilet paper roll.

Then I put some Volkman cockatiel seed (no sunflowers).

I wedged another Kiote Koin in the middle to create two chambers to hold the seeds.

I put more seeds in the second layer and sealed it up with a third Kiote Koin.  They still haven’t figured it out.
